Riza left telegraphs of weather conditions in western Amestris on Roy's door, since, as she put it, leaving them on his desk would get them buried by paperwork. 'Whatever the people at the border observe today will be our weather tomorrow' was better than the almanac, but still imperfect.
As much as Roy appreciated Riza's devotion to guarding him, he couldn't help a stab of guilt every time she reminded him of the prospect of rain. It was hard to let her take point in the rain when he couldn't back her up as she did for him in sunlight.
