Dylan tries to be friendly towards the local mad scientist, but apparently Hype didn't know it was Halloween. And maybe having reminded her was not a good idea. Since she is eternally good-spirited, I think the confusion is momentary before she goes to resurrect the Stay-Puff Marshmallow Man to celebrate or something.
Done in markers -- sadly, I am having hard drive problems, so am reliant on the laptop, which doesn't handle Photoshop well.
