As part of her training as heir, Azula made it her business to learn about the peoples of the world.
The Air Nomads were weak because they were flighty pacifists. Even their bending style avoided confrontation. It was no wonder they were the first to fall to the Fire Nation. They were beneath her notice, besides as a insult to keep Ty Lee from being so damned perky sometimes.
The Water Tribe was weak, because it relied too heavily on others, ignoring the perfection of self. Azula knew that family and friends should be kept only as long as they aided your goals, then discarded. They could not be allowed to drag you down.
The Earth Kingdom was weak because it hadn't been united -- the Earth Kingdom people prided themselves on their diversity, which was another word for 'squabbling children'. The Earth Kingdom could barely unite when an invading army knocked on its doors -- Azula was certain they could get nothing done in peacetime.
But, the Fire Nation -- they possessed the drive, the mastery of self, and the unity of those two ideals, embodied in the Fire Lord, to fill air with smoke, scorch earth, and boil water.
