Summary: Sokka represents his people, who aren't just those from the Southern Water Tribe

When he was growing up, Sokka had expected to be the tribe's leader after his father retired. His father had even trusted him enough to leave him in charge, though Sokka later figured that was mostly to make him feel better, since the tribe was small enough to run itself.

What he hadn't expected was ending up in charge of a city that hadn't even existed when he was born, part of a peace that hadn't existed either, full of people whose ancestors had been born in the Earth Kingdom and Fire Nation, but owed alligence to neither. Well, one of five leaders. And the only non-bender.

Nominally he was in charge of representing the people who had emigrated from the Southern Water Tribe, but other people would come to him first, usually when they were non-benders concerned about the increasing bending gang problem. He mentioned it to Aang, who nodded. "You understand what it's like to be up against benders when you can't bend."

"I do," Sokka said. "Which is why I need to show them that you don't need fancy powers to stand up against these gangs."
